Sterling Phillips, Jr. - USIS, ExecutiveMosaicExecutive Mosaic is glad to announce Sterling Phillips, USIS president and CEO, as the newest inductee into the Washington 100, the premier group of leaders who execute strategic vision and drive value for the American public at the intersection of the public and private sectors.

In his current position, Phillips leads more than 6,000 employees in two divisions including the investigations services division, which performs background investigations, fraud investigations and site visits, and global security and solutions division which performs security, intelligence support, litigation support, training and records management.

“Success starts with excellence in performance on your current contract base, Phillips said in an interview with ExecutiveBiz. “The prerequisite for growth and profitability is satisfying your current customers. That is always priority number one.”

Sterling added that “the role of USIS is important from a national security perspective and, wearing my contractor hat, we all have a vested interest in moving security clearances through the system as fast as possible.”

Phillips was appointed to his position as head of USIS after leading GTSI Corp. to be acquired by Unicom Systems in June 2012. He also led Analex Corp. from 2001 to 2007 culminating in its sale to QinetiQ for $173 million.

From 1996 to 2001, Phillips was senior vice president of Federal Data Corporation and revenues increased from $130 million to more than $650 million.

He also brings an institutional investor perspective to USIS from his time with FirstMark Capital where he gained a perspective on its more than 100 portfolio companies and others from the board room.

“Over the course of my time there, I probably encountered as many as 300 companies and saw lots of different CEOs, different business models and different management strategies,” Phillips said.
“It was really an expansive experience for someone who had been in the federal space for 25 years to be exposed to a wide range of commercial companies and the innovative things that people were trying to do.”

The University of North Carolina psychology graduate began his career by working at IBM for 24 years.
