U.S. Reps. Ryan Zinke and Jimmy Panetta have filed the Leading Exports of Aerial Drones Act of 2025, which is designed to ease local drone manufacturers’ export to allies and partners.
Sens. Tom Cotton, Chris Coons and John Cornyn have introduced a counterpart Senate bill, according to a statement from Zinke’s office Friday.

The House bill amends the Arms Export Control Act, United States Munitions List and Missile Technology Control Regime. It would require that drones face the same export controls as manned aircraft. It also seeks regulatory treatment that is separate from missile technology when drones are exported for defense purposes.
Zinke said American allies need fast and efficient deliveries of advanced U.S. drone technology.
“The LEAD Act cuts outdated restrictions and gives our partners better access to America’s most modern and advanced drone technology which will protect lives, enhances lethality, and strengthen global security,” he added.
