Canada’s Defence Investment Agency Issues RFI on Future Submarine Fleet Sustainment

The Government of Canada, through the Defence Investment Agency, or DIA, has issued a request for information to engage national industry sectors on the sustainment of the future Canadian Patrol Submarine Project, or CPSP.

What Is Canada Seeking Through the RFI

The Canadian government said Friday it is seeking defense contractors and companies from non-traditional industries that are capable of providing long-term sustainment services for the country’s future submarine fleet. Feedback from industry will help establish a sovereign and resilient approach to maintaining the vessels once they enter service with the Royal Canadian Navy. The DIA-managed initiative aims to establish a framework for maintaining a fleet of up to 12 conventionally powered, under-ice capable Canadian Patrol Submarines.

Secretary of State for Defence Procurement Stephen Fuhr described CPSP as a “generational opportunity to strengthen Canada’s economy and sovereign capabilities.”

“By engaging industry early through this RFI, we are ensuring Canadian companies are positioned to lead the sustainment of this fleet, anchor critical supply chains, and build the advanced industrial capacity our country requires. The Defence Investment Agency will continue driving this procurement forward so the Royal Canadian Navy receives the capability it needs, while Canada secures long‑term economic and strategic advantages at home,” said Fuhr.

What Role Will Canadian Industry Play?

In support of the Defence Industrial Strategy, or DIS, the selected contractor will conduct sustainment work for the future submarine fleet in or near Canadian homeports that are supported by a national supply chain. This approach will help generate thousands of jobs and boost the national economy.

What Is the Defense Investment Agency?

The Defence Investment Agency, established in October 2025, is designed to streamline and accelerate procurement for the Canadian Armed Forces while ensuring defence expenditures support domestic economic growth, including employment and innovation in sectors such as aerospace, shipbuilding and advanced manufacturing.
