Treasury Sanctions Iran-Linked Networks Supplying Missile and Radar Components

The U.S. Department of the Treasury’s Office of Foreign Assets Control has designated 21 entities and 17 individuals tied to networks procuring sensitive goods for Iran‘s Ministry of Defense and Armed Forces Logistics, or MODAFL. The designations block their property and interests in property under U.S. jurisdiction.

According to the Treasury, the networks helped Iran acquire technology for advanced surface-to-air missile systems and even a U.S.-manufactured helicopter. One network worked for MODAFL’s Aerospace Industries Organization and Shahid Bakeri Industrial Group. Another supplied U.S.-origin, dual-use electronics to Shiraz Electronics Industries, a MODAFL-controlled producer of radars and missile guidance systems.

Among those targeted is Khazra Communications Technology Solutions, which procured U.S.-origin circuit boards for air defense radar systems. Khazra’s chairman, Gholamhasan Heidari, employee Mohamadreza Dehghan Farsi, and multiple China- and Hong Kong-based front companies tied to longtime Iranian procurement agent Emily Liu were also sanctioned.

“The Iranian regime’s support of terrorist proxies and its pursuit of nuclear weapons threatens the security of the Middle East, the United States and our allies around the world,” said Treasury Secretary Scott Bessent. “Under President Trump’s leadership, we will deny the regime weapons it would use to further its malign objectives.”

The Treasury said the action supports the United Nations’ Sept. 27 “snapback” of restrictions on Iran’s nuclear, missile and arms programs. Earlier this year, OFAC sanctioned additional businesses and individuals over links to Iran’s Islamic Revolutionary Guard Corps.
