Canada and Norway agreed to deepen cooperation in artificial intelligence and other advanced technologies at the India AI Action Summit in February. The Innovation, Science and Economic Development Canada said Saturday that the nations will also explore Norway’s addition to the Sovereign Technology Alliance to reduce Oslo’s technology dependencies across key sectors.

Canada established the Sovereign Technology Alliance with Germany in February to strengthen sovereign AI capabilities across the two nations and reduce strategic reliance.

How Will Canada & Norway Collaborate on AI?

Canada and Norway plan to expand cooperation across several areas related to AI and emerging technologies, including improving access to AI compute capacity and supporting sustainable, resilient digital infrastructure to enable research and innovation.

The two nations will also explore collaboration on frontier AI models designed with safety and responsibility as foundational principles. In addition, the countries aim to promote AI adoption across government and industry by reducing bureaucratic barriers and advancing AI-powered public services.

Officials also discussed strengthening research partnerships in AI and quantum technologies and encouraging stronger business ties between Canadian and Norwegian technology companies.

How Are Canada & Norway Expanding Space Defense Cooperation?

Canada and Norway are also strengthening cooperation in the space domain. In Oslo on Saturday, Canadian Defence Minister David McGuinty and Norwegian Defence Minister Tore Sandvik recently signed a letter of intent to expand collaboration on Arctic and space security, intelligence sharing, and research and development.

“Canada and Norway share a strong and enduring partnership as NATO Allies and Arctic nations. By signing this Letter of Intent, we are strengthening our cooperation in the space domain, which is an increasingly important area for defence and security,” stated McGuinty. “Working together will help our armed forces remain ready and resilient while advancing innovation and collaboration between our two countries.”

The agreement builds on existing partnerships through the Combined Space Operations Initiative, which brings together 10 allied nations to enhance resilience and interoperability in space-based military operations.
