Leonardo Donates Radars to Help Kyiv Regain Air Traffic Management Capability

Leonardo has signed two donation agreements to deliver five en-route primary radar systems and associated equipment to jumpstart the Ukraine Air Traffic Management Restoration and Recovery Plan, or UARRP. 

The radar systems are expected to restore Ukraine’s basic air surveillance capacity, enabling a phased reopening of the Ukrainian airspace for civilian operations.

The Italian defense company signed the agreement with the Ukrainian State Air Traffic Services Enterprise and air navigation service provider Enav at the recent two-day Ukrainian Recovery Conference in Rome. The donations complement a memorandum of cooperation that the three also signed during the event.

The memorandum will support the recovery plan’s goal of restoring Ukraine’s air traffic management capabilities, which Kyiv’s conflict with Russia has severely hindered.

Under the memo, Enav will provide operational and consultancy services, while UkSATSE will lead the implementation of the UARRP as the end user of the systems for restoration. The three parties will also collaborate to identify sustainable funding sources for key UARRP projects.
