SAP Expands Sovereign Cloud Push With France Deployment on Bleu Platform

SAP is extending its sovereign cloud strategy into France through a new deployment on Bleu’s cloud infrastructure, targeting organizations that must operate under strict national data control and security requirements.

The move focuses on enabling government entities and regulated sectors to transition critical systems to the cloud without relinquishing jurisdictional control over sensitive data, SAP said Thursday.

Bleu is a French cloud services company founded by Orange and Capgemini.

Why Is France a Key Market for Sovereign Cloud?

France has established requirements for trusted cloud environments, particularly through the SecNumCloud framework overseen by the French national cybersecurity agency.

SAP said its sovereign cloud offering is designed to align with these national standards, enabling organizations to operate within a governance model that meets French regulatory and security requirements. It is tailored to support workloads involving regulated data types, such as identity, health and operational systems.

“Together with Bleu, we are deploying SAP’s sovereign cloud in France, enabling our customers to run their critical workloads while continuing to innovate through the cloud and AI,” says Martin Merz, president of SAP Sovereign Cloud.

How Does This Fit SAP’s Broader Strategy?

The France deployment builds on SAP’s wider investment in sovereign cloud offerings across Europe, where governments and regulated industries are placing increasing emphasis on data control, compliance and operational resilience.

SAP has pursued similar efforts in other regions, including Canada, where its sovereign cloud services have undergone national cybersecurity assessments to validate compliance with government security requirements.
