Anthropic is partnering with the Singapore government on artificial intelligence efforts ranging from model safety to responsible adoption across the country’s public and private sectors.

The company said Wednesday it signed a memorandum of understanding with the Ministry of Digital Development and Information and is opening an office in Singapore, its fifth in the Asia-Pacific region.

What Does the Anthropic-Singapore MOU Cover?

The agreement, signed by Anthropic co-founder Ben Mann and the ministry’s permanent secretary Kai Fong Chng, outlines cooperation in three areas:

  • Advancing AI safety, security and model assessment
  • Studying how AI is adopted and its effects
  • Supporting responsible adoption across public and private sectors

The MOU also covers initiatives to strengthen AI skills among small and midsize businesses and public officers. Anthropic intends to share its research and data with the Singapore government, including findings from its Anthropic Economic Index, and provide technical and policy expertise to support the country’s AI regulatory efforts.

As part of the agreement, Anthropic plans to exchange technical information with Singapore’s AI safety and assurance institutions on model assessment, testing standards and incident response.

The memorandum was signed during Singapore International Cyber Week. Singapore Minister for Digital Development and Information Josephine Teo and Anthropic Head of Asia-Pacific Policy Michael Sellitto witnessed the signing.

In March, Anthropic signed a similar MOU with the Australian government, which supports the goals of its National AI Plan. The document includes Economic Index data sharing and collaboration with Australia’s AI Safety Institute.

How Is Anthropic Expanding Its Presence in Singapore?

Anthropic’s new office will support engagement with local government agencies and businesses using its Claude AI models. The company said Singapore is one of its most active markets, with Claude already used by organizations including the Government Technology Agency of Singapore, Grab and DBS.

GovTech Singapore has deployed Claude Code among more than 1,500 engineers and technical staff working on government system modernization and software development. Singapore’s Cyber Security Agency is also exploring potential applications of Claude in cyber defense.

Anthropic began participating in Singapore’s generative AI evaluation efforts in 2023 through a sandbox initiative led by the Infocomm Media Development Authority and the AI Verify Foundation. The collaboration extended to multilingual red-teaming, with AI models evaluated in English, Mandarin, Malay and Tamil.

The Singapore location joins Anthropic’s Asia-Pacific offices in Tokyo, Bengaluru, Seoul and Sydney. The company said in March it would open the Sydney office to meet demand from businesses in Australia and New Zealand.
