The Department of War has updated its list of Chinese military companies operating directly or indirectly in the United States, identifying 188 entities that meet the statutory criteria for inclusion under Section 1260H of the Fiscal Year 2021 National Defense Authorization Act.

DOW said Monday the updated list, released by the Office of the Assistant Secretary of War for Industrial Base Policy, reflects the latest review of companies determined to have ties to China’s military or military-civil fusion ecosystem while conducting business activities in the U.S.

Which Companies Were Included on the Updated List?

The 1260H list includes a broad range of Chinese firms spanning technology, telecommunications, aerospace, shipbuilding, biotechnology, transportation, energy and advanced manufacturing sectors. Entities identified by the department include Alibaba, Baidu, BYD, CATL, China Mobile, China Telecom, China Unicom, DJI, Huawei, SenseTime, Tencent, TP-Link, Yangtze Memory Technologies Co. and Semiconductor Manufacturing International Corp.

The document also includes major state-owned enterprises and defense-related organizations such as Aviation Industry Corporation of China, China Aerospace Science and Industry Corp., China Electronics Technology Group Corp., China State Shipbuilding Corp. and China National Nuclear Corp.

Why Does the List Matter?

The Pentagon previously said the designation process supports efforts to address China’s military-civil fusion strategy, which seeks to leverage commercial, academic and industrial resources to advance the modernization of the People’s Liberation Army. Companies may be included based on factors such as ownership or control by Chinese state entities, affiliations with the PLA or Chinese defense agencies, or participation in military-civil fusion initiatives.
