Dubai’s Roads and Transport Authority has tapped Parsons as the project management consultant for the Dubai Metro Blue Line project. The five-year contract announced Tuesday aligns with the emirate’s push to expand safe and sustainable mobility under its D33 Economic Agenda.
Parsons said it will oversee the project from design review and procurement support to construction supervision, testing and handover management. The Blue Line, slated to begin operations in 2029, will span 30 kilometers, connecting Mirdif, Dubai Silicon Oasis, Dubai Creek Harbour and Dubai Festival City. The project will add 14 stations to Dubai’s metro network and is expected to accommodate up to 320,000 passengers daily, supporting the city’s 2040 Urban Master Plan.

“We are proud of our long-standing partnership with the RTA and are committed to working with their expert team on expanding the Dubai Metro network in line with the RTA’s goal to provide seamless, safe and sustainable mobility solutions that cater to the needs of Dubai’s growing population,” said Pierre Santoni, president of infrastructure for Europe, the Middle East and Africa at Parsons. He added that the company will apply its global experience and local knowledge to ensure safe and innovative delivery of the transportation system.
Malek Ramadan Mishmish, RTA director of rail planning and project development, welcomed the continued partnership with Parsons, which he said has helped the agency achieve its mission. The company previously participated in RTA’s Dubai Metro Red and Green Lines, Route 2020 extension and Dubai Intelligent Traffic Systems Center.
The Dubai contract extends Parsons’ growing footprint in the Gulf. Last December, the company secured a $53 million contract to manage the Main and Ring Roads Program in Saudi Arabia’s capital. That project will involve building and upgrading 500 kilometers of roadways under the Royal Commission for Riyadh City. More recently, Parsons was selected by the King Salman International Airport Development Company to lead the delivery of both airside and landside infrastructure for a new Riyadh airport.
